The Title Insurance Rate Service Association, commonly referred to as TIRSA, is the rate service organization for title
insurance in the State of New York. They develop the policies, forms, and rates for use by title insurance companies to
provide clients with coverage which are approved by the New State Department of Financial Services.
The TIRSA Rate Manual sets forth rules, definitions, classifications of risk, rates for policies of title insurance and
approved forms of policies, endorsements and other forms for use by the members and subscribers of the Title Insurance
Rate Service Association (TIRSA).
